Lane Change Control Combined with Ramp Metering: A Strategy to Manage Delays at On-Ramp Merging Sections

Control measures at merging locations aimed either the mainline traffic or on-ramp do not lead to a fairness in distribution of total delay across two streams. This paper presents control strategy combining lane change with ramp metering system motorway merges. The opportunity delays incurred streams merge.
